Overalls take five scroll families in Classic World: Overall Armor DEF, STR, DEX, INT and LUK, each in four tiers, for 20 overall scrolls. Every overall in the launch data has 10 upgrade slots, against 7 for a separate top or bottom. Ten slots of main stat is the single biggest stat sink in your armor.
Quick answer: For Intermediates, do A Promise Between Three Friends (Henesys) or A Truth Finally Known (Kerning City) at level 37 and pick your stat. For Lessers, community shop lists have Flint (Henesys) selling Overall STR/DEX and Ben (Kerning City) selling INT/LUK at the Distinguished Citizen grade, 40,000 mesos each; shops aren't in the game data, so confirm in game.

Stat scrolls go +1/+2/+3/+4; the DEF family goes +2/+4/+6/+8. Note that the in-game name is "Overall Armor", and these scrolls only work on overalls, not on tops or bottoms. Tops and bottoms have no main-stat scrolls at all (see helmet and other scrolls).

More slots smooth out the Intermediate gamble: on an overall you finish at or above the all-Lesser result 83.4% of the time, and below it 16.6% of the time.

If those lists hold, your citizenship town matters here: Henesys covers STR and DEX, Kerning City covers INT and LUK. No shop list we found sells anything above Lesser.

"One at random" means the quest hands you one scroll from its list by chance; "you choose" means you pick it on the reward screen. The two level 37 citizenship quests are mirror images, one per town, and they're the cleanest way to get a main-stat Intermediate of your choice (Pia's needs A Marble Made With Care done, Nella's needs The Price of Information). Sabitrama's quest is the Forest of Patience jump quest in Sleepywood: bring back 1 Pink Anthurium.
GM events (Magic Box)
Nexon's Grand Launch notes list Overall Armor DEF Intermediate and Greater scrolls among the random results of the Magic Box (win a Scroll of Secrets in a GM event, trade it to Chun Ji at the Kerning City Construction Site, open the box with Mr. Pickall in Kerning City). No overall stat scrolls are on that list.
