In the game data, 44 scrolls are filed under the slot "Other". Read their tooltips and they cover four kinds of gear: hats (Accuracy, HP, MP), topwear (DEF, HP, MP), bottomwear (DEF, HP, MP) and pet equipment (Speed, Jump). Hats, tops and bottoms have 7 upgrade slots in the launch data (the only exceptions are four 1-meso starter clothes with no slots: Blue Striped Undershirt, Pink Tank Top and the Wizet Plain Suit and Pants). None of these slots takes a main-stat or attack scroll.
Quick answer: Hat, top and bottom scrolls are all about HP, MP, defense and accuracy. Lessers are the easy ones: community shop lists have Tulcus selling hat and DEF Lessers and Flint and Ben selling top and bottom DEF from the first citizenship grade, and the hat and HP/MP Lessers are low-level Arcforge recipes. For HP and MP scrolls the guaranteed Lesser is the better pick.

The DEF scrolls for tops and bottoms are named "DEF" but the tooltip says Weapon Def. HP and MP scrolls use their own ladder: +10/+15/+20/+25. That's why a Lesser HP scroll (+10, guaranteed) beats an Intermediate on average (+15 at 60% works out to +9). Seven HP Lessers on a hat give a flat +70 HP.

Pet equipment comes from the Cash Shop: Nexon's Grand Launch Cash Shop notes list pet hats and ribbons (3,200 NX each) wearable by Brown Kitty, Black Kitty, Brown Puppy, Pink Bunny, White Bunny and Black Pig. These scrolls are the only way to add stats to them.

"One at random" means the quest hands you one scroll from its list by chance; "you choose" means you pick it on the reward screen. Pia's quest at 16 (Pia is in Henesys Park; bring 20 Green Mushroom Caps and 20 Blue Mushroom Caps) is the earliest scroll quest on this page and can roll anything from a Lesser to a Greater. The two pet quests are citizenship quests for Henesys and Kerning City at grade 2: The Best Dad needs A Father's Love for His Daughter done, and It's All in the Mind needs Grandfather's Vitamin Gummy done (the Special Stirge Phobia Cure it asks for is handed to you when it starts).
GM events (Magic Box)
Nexon's Grand Launch notes list Topwear DEF and Bottomwear DEF Intermediate and Greater scrolls among the random results of the Magic Box (win a Scroll of Secrets in a GM event, trade it to Chun Ji at the Kerning City Construction Site, open the box with Mr. Pickall in Kerning City). It's a random roll, so don't count on it.

Each recipe also needs 1 Processed Parchment and 10 Fragment of Magic; Arcforge is taught by Chrishrama in Sleepywood. These are the easiest scroll recipes in the game: Arcforge 2 needs character level 10, Arcforge 3 needs 15 and Arcforge 4 needs 20.
