Masters are the NPCs who give each profession's starter quest in the launch quest data. The game files have recipes up to profession Lv. 10; community sources report crafting stops at Lv. 8 at launch (not confirmed in the files).

What does "full material cost" mean?
The crafting fee plus every material valued at what an NPC pays for it, or, for materials you craft yourself (ingots, screws, processed wood...), at their own full crafting cost. It's a floor for what a craft really costs you, not a Free Market price.
