In Classic World you get Elixirs mainly from quests: five of them hand out 10 each, the earliest at level 28 (Chief Stan's Signature). Community shop lists name only the citizen stores in Henesys Town Hall and Kerning City Civic Center, at 3,000 mesos, and only at the top citizenship grade (shops aren't in the game data). GM events add a small random chance through the Magic Box.
Quick answer: Earliest Elixirs: the Caretaker's Ledger chain at level 28 (10 Elixirs from Chief Stan's Signature). Next: Jane's First Challenge at 44. Buying them reportedly needs Citizen of Honor in Henesys or Kerning City.
What an Elixir does

None of these are repeatable, so quests cap out at 50 Elixirs per character. The Torn Ledger Pages for the level 28 chain come from fairies; the quest text points you to Tree Dungeon, Forest Up North and Someone Else's House. Buying Elixirs: citizen shops
Shop stock and prices aren't in the game data; this table comes from community shop lists, so confirm in game.

Citizen of Honor is the top citizenship grade (grade 10 in the quest data), so this is an endgame option, not a leveling one. One community source also lists the stock as 100 per character that doesn't refill; the other doesn't mention a limit. The citizenship guide explains how grades work.
GM events (random)
Per Nexon's launch notes, winning a GM event gives a Scroll of Secrets. Take it to Chun Ji at Kerning City Construction Site for a Magic Box, then open it with Mr. Pickall in Kerning City. One of the random outcomes is 15 Elixirs; the others include Screws, a Black Sack, ores, Pure Water, food and a long list of Intermediate and Greater armor scrolls. Nexon doesn't publish the odds. Drops
We don't have a confirmed Classic World monster drop source for Elixirs, and drop rates aren't published. Some community databases show old-version drop tables as reference; those aren't Classic data, so we don't repeat them.
