Henesys Earrings and Kerning City Earrings are Classic World's top citizenship rewards. You need Citizen of Honor (grade 10) citizenship in that town and level 57, then a five-quest chain ending with A Memory Restored (Henesys) or The Weight of Truth (Kerning City). They aren't sold anywhere.
Quick answer: Reach Citizen of Honor in Henesys or Kerning City and level 57. Henesys: Athena Pierce and Vicious, ending with A Memory Restored. Kerning City: the Dark Lord and Slade, ending with The Weight of Truth. Each chain gives one pair of earrings plus Elixirs or Mana Elixirs on the way.

Step 0: Citizen of Honor
Citizen of Honor is the highest of the ten citizenship grades. You raise your grade with contribution from citizenship quests, errands and donations in that town; one community source lists 32,000 contribution and level 57 for grade 10. Steps 2 and 4 are the only ones that need farming. The quest text says Stone Golems or Dark Stone Golems may have the box, Dragon Skin comes from Copper Drakes, Drakes and Red Drakes, and Fragment of Magic from magic monsters such as Maladies, Stone Golems and Dark Stone Golems (drop rates aren't in the game data). Fragment of Magic is also an Arcforge material, so you may find it in the Free Market. Spawn maps are in the A Gift for a Citizen of Honor guide.

Can you get both?
The quest data gates each chain only on that town's grade. Whether you can hold Citizen of Honor in both towns on one character depends on how active citizenship works, which the citizenship guide covers. We haven't confirmed it ourselves.
