Gloves in Classic World take four scroll families: Attack, Magic Attack, Accuracy and Crit. Rate, each in Lesser, Intermediate, Greater and Chaos. That's 16 glove scrolls. Every pair of gloves in the launch data has 5 upgrade slots, so five scrolls is all you get per pair.
Quick answer: Gloves Attack (or Magic Attack for mages) is the glove scroll everyone wants. Community shop lists have Flint (Henesys) and Ben (Kerning City) selling the Lessers once your citizenship grade hits Guardian of the Village. Intermediates come from Collecting 150 Cursed Dolls (36) and Jane's Final Challenge (44), which can also roll a Greater. Crit. Rate scrolls come from two level 47 citizenship quests, plus a guaranteed Chaos from Monstrous Tree Stumpy.

Two things worth noticing. Gloves Attack climbs +1/+2/+3/+4, the same small steps as accuracy or crit, while Gloves Magic Attack moves in steps of two (+2/+4/+6/+8). Five Lessers put +5 attack on a glove, or +10 magic attack. Five Intermediates average +6 attack, but all five land only 7.8% of the time.

Shops (Lesser only)
Shop stock and prices aren't in the game data, so this section is community-reported; check in game. No shop list we found sells anything above Lesser. Two citizenship shops reportedly carry glove scrolls:

Gloves Magic Attack shows up in two community shop lists but is missing from one pre-launch shop table, so confirm it in game. Grades are explained in the citizenship guide. Accuracy and Crit. Rate glove scrolls aren't on any shop list we found.

"One at random" means the quest hands you one scroll from its list by chance; "you choose" means you pick it on the reward screen. Collecting 150 Cursed Dolls is the fourth step of Rowen the Fairy's doll chain in Ellinia: by the time you turn it in you've killed 370 Zombie Lupins and handed over 370 Cursed Dolls (50 + 70 + 100 + 150 across the four steps), and the chain itself opens only after Ronnie's Returned Secret Book. Jane's Final Challenge closes Jane's alchemist chain in Lith Harbor and is a big ask: 100 Dark Axe Stumps, 50 Drakes, plus Moon Rock, 20 Dragon Skin and 10 Sap of Ancient Tree, none of which has a drop source in the game data. Monstrous Tree Stumpy (Winston, East Rocky Mountain II, after Stump Research) is the only quest in the launch data that hands out a Chaos scroll, and it's guaranteed; the catch is killing Stumpy.
GM events (Magic Box)
Nexon's Grand Launch notes list Gloves Attack and Gloves Magic Attack Intermediate and Greater scrolls among the random results of the Magic Box (win a Scroll of Secrets in a GM event, trade it to Chun Ji at the Kerning City Construction Site, open the box with Mr. Pickall in Kerning City). One random roll from a long list, so it's a bonus, not a route.

Every scroll recipe also takes 1 Processed Parchment and 10 Fragment of Magic. You learn Arcforge from Chrishrama in Sleepywood, and your craft level can't pass character level divided by five (Arcforge 9 needs character level 45). One community source reports crafting stops at craft level 8 at launch, which would put both glove recipes out of reach for now. Gloves Attack and Magic Attack have no recipe in the data at all. Which glove scroll to use
Attack for physical classes, Magic Attack for mages. With only five slots, Intermediate gives the best average, and Lessers are the safe route if you'd rather know your result. Whether Greater or Chaos is ever worth a glove slot is in which scrolls are worth it.
