Shoes in Classic World take three scroll families: Speed, Jump and Evasion, in Lesser, Intermediate, Greater and Chaos, for 12 shoe scrolls in total. Every pair of shoes in the launch data has 5 upgrade slots, except the slotless Wizet Plain Shoes. There's no attack scroll for shoes, so these are comfort and survival scrolls, not damage.
Quick answer: Speed is the one most people want for getting around. You can craft Speed and Jump Lessers at Arcforge 6 (character level 30), buy Evasion Lessers from Tulcus in The Swamp of Despair II (community-reported), and get a Speed Intermediate or Greater from Last Material Delivery for Building a New House at level 41.

All three families use the small ladder: +1, +2, +3, +4. Five Speed Lessers make +5 speed, guaranteed.
How to get shoe scrolls
Shops (Lesser only)
Tulcus, the field scroll seller in The Swamp of Despair II, sells shoe Lessers per two community shop lists (shop inventories aren't in the game data). The more detailed list names only Shoes Evasion Scroll: Lesser (40,000 mesos); the other lumps all shoe Lessers together at 15,000. Speed and Jump Lessers aren't on the detailed list, so don't make the trip for them without checking. No shop sells anything above Lesser.

"One at random" means the quest hands you one scroll from its list by chance (50/50 here); you don't pick. It's the fourth and last step of Ronnie's house-building chain; Ronnie stands in The Tree Tunnel At the Forest Up North, near Ellinia. Besides the level, it asks for 50 Cold Eye and 50 Drake kills plus 30 Cold Eye Tail, 10 Dragon Skin and 1 Diamond.
GM-event Magic Box
Nexon's Grand Launch notes list Shoes Jump and Shoes Speed scrolls (Intermediate and Greater) among the random rewards of the Magic Box: win a Scroll of Secrets in a GM event, take it to Chun Ji at the Kerning City Construction Site for the box, and Mr. Pickall in Kerning City opens it into one item from a long list. It's a lottery, not a farm, and there are no Evasion scrolls on it.

Each recipe also takes 1 Processed Parchment and 10 Fragment of Magic. Learn Arcforge from Chrishrama in Sleepywood; Arcforge 6 needs character level 30. That makes Speed and Jump the most accessible shoe scrolls if you don't want to rely on the Free Market. See the crafting guide.
Is it worth scrolling shoes?
For speed, five guaranteed Lessers are a clean +5. Intermediates average a bit more but swing more. Our take on which tiers deserve a slot is in which scrolls are worth it.
