Walkthrough notes

Step 1: Mrs. Ming Ming says Chief Stan hasn't been himself since the festival and sends you to Jay, who knows his ancient history.
Step 2: Jay says Chief Stan was a traveling adventurer and lost a hammer when he was young. Report back to Mrs. Ming Ming.
Step 3: find Old Chief Stan's Hammer while hunting Evil Eyes deep inside the Ant Tunnel.
Step 4: Mrs. Ming Ming polishes it up. Deliver Chief Stan's Hammer to Chief Stan, then report back.
Step 5: Chief Stan asks you to tell Mrs. Ming Ming he's sorry and grateful.

Where to find the monsters

Evil Eye (Lv. 27, 606 HP), densest first: The Cave of Evil Eye III (38), The Cave of Evil Eye II (36), Ant Tunnel Park (31), The Cave of Evil Eye IV (23), Deep Ant Tunnel I (21), The Cave of Evil Eye I (19), Deep Ant Tunnel II (16). The Cave of Evil Eye maps are almost pure Evil Eye (plus two Lv. 35 Jr. Boogie 2s each).

The hammer is a quest item and drop data isn't in the game files, so we can't say which of these maps it drops on or how often. The quest text only says you find it hunting Evil Eyes deep in the Ant Tunnel; any of the maps above is a reasonable bet, and the Cave of Evil Eye maps give you the most Evil Eyes per minute.

The only farming is one quest item from Evil Eyes, which you're probably fighting around this level anyway. The unlock is the real hurdle: grade 4 citizenship plus Estelle's Special Sauce done.
