What it's about
It seems Jack of Kerning City Civic Center has something more to say about houses. Jack of Kerning City Civic Center gruffly told me that if I wanted a house, I should go see Scarlett. I should be able to find Scarlett in the center of Kerning City. It seems I can buy a house from Scarlett of Kerning City. I'll have to remember that.
